"There are some guys that return kicks that maybe don't have the eye-hand coordination to return punts," Payton said.
"There are some players in our league that are able to do both, but I think the job description is a little different. If you find yourself with one of those players that is dynamic in both phases, then I think you have someone unique and someone who's pretty special."
"Generally as a kick returner, the predictability of how you catch the football is going to be somewhat constant, whereas for a punt returner I think it's inconsistent and the looks you get are inconsistent," Payton said.
"So your focus on a punt returner changes completely and you have to make the first decision as to whether to return it or fair catch it, so it is a little different."
