New NFL rule: No initial contact on a defenseless player to the helmet, head or neck by the defender's helmet, forearm, or shoulder. Probably due to Ryan Clark's hit on Wes Welker. The NFL has been enforcing its copyright on the video but you can still see it here
Also, is Harper's hit legal now or not?

look at the clip…that was a monster hit and it didnt need to involve shoulder to the head…nothing sissy about it
