The San Francisco 49ers will start Colin Kaepernick at quarterback this Sunday against the Saints, according to reports from both Jim Trotter and Albert Breer this morning.
As @si_jimtrotter reported earlier in the week ... The 49ers will start Colin Kaepernick at quarterback today at the Superdome, per source.

I don't think anyone is surprised by this decision but it's official now. I'd say most of us were planning on seeing Kaepernick playing in the Dome today. No word on whether Alex Smith was medically cleared and will at least be active for this game.
So how does this affect the Saints game plan, if at all?
