Don't get your hopes up with that title. Of course "sources" on twitter are claiming Roger Goodell will announce his resignation, but don't start the party yet folks. In all likelihood, it is exactly what the "media advisory" says it is. I'm sure it's a PR move for the NFL, and probable also in response to many questioning Mr. Goodell's absence of late. Here is the release in it's entirety.
<blockquote class="twitter-tweet" lang="en"><p>Commissioner Goodell's press conference (3pm ET) will stream on <a href="http://t.co/TAuzHhPGvH">http://t.co/TAuzHhPGvH</a> and can be watched on both <a href="https://twitter.com/NFLNow">@NFLNow</a> and NFL Mobile.</p>— NFL (@nfl) <a href="https://twitter.com/nfl/status/513024789716676609">September 19, 2014</a></blockquote>
